Meta Business AI on WhatsApp vs a Custom Chatbot: Which One Does Your Business Need?
Meta now puts an AI agent inside the WhatsApp Business app. Here is what it does in India as of November 2026, what Meta has said about cost, which businesses it leaves out, and the point where a custom WhatsApp chatbot starts to earn its keep.
Do you still need a custom WhatsApp chatbot now that Meta puts an AI agent inside the WhatsApp Business app? If your answers come from your profile, your catalogue and a few documents, and one or two people handle the chats, Meta’s own agent may be enough, and you should try it first. You need a custom bot when the answer lives in your own systems, such as a stock sheet, a booking calendar or an order record, or when your business falls in a category Meta’s agent does not serve.
Picture a home bakery in Mulund West at 11 at night. A customer types "1 kg eggless truffle for Sunday, can you deliver to Nahur?" Meta’s agent can read the catalogue and reply with the price, the eggless options and the delivery note from the profile. It cannot open the owner’s order book to see that Sunday already has fourteen cakes and the oven is full. So it confirms a cake she cannot bake, and the owner finds out at 7 am.
I am Amol Bonde, founder of Infoways, a web, app, software and AI company at B-102, Technocity, Mahape in Navi Mumbai. We build WhatsApp assistants on the Business Platform for businesses in Mumbai, Navi Mumbai and Thane, and when Meta’s own tool is the better fit we say so, because a bot that nobody needed is a cost the owner carries every month. Facts about Meta’s products below come from Meta’s own pages, checked in November 2026.
What do owners run into when they try WhatsApp AI?
These are the complaints I hear most, in owners’ words, with what usually fixes each.
"The AI told a customer we deliver to Panvel. We stopped two years ago."
Meta says its agent learns from your business profile, catalogue and the documents you upload, and the help page adds past chats, your website and FAQs. If any of those are old, the answers will be old. Upload one current document with your areas, timings, prices and policies, update it when anything changes, and read a sample of the agent’s chats each week.
"It keeps saying yes to orders on days we are already full."
That is the bakery problem. Meta’s app agent answers from what you taught it. It has no line into your order book, so it cannot know Sunday is full. Keep the agent to answering questions and taking the lead, and have a person confirm dates. If double bookings cost you money every week, you need a bot connected to your calendar or order sheet.
"Four of us answer the same number and we keep replying over each other."
In the Business app, Meta Verified lets you link up to 10 devices and agents to one account, which may be all a small team needs. When chats must be assigned to a person, tagged and tracked, a shared inbox on the Business Platform is the usual next step.
"We run a diagnostic lab and we cannot find the AI option."
Meta’s developer page for the Platform version of its agent lists Health among the excluded verticals, along with Finance, matrimony and others. A lab can still use a bot for slot booking, timings and report-ready alerts, built so it never gives health advice and hands every clinical question to staff. The policy section further down covers the limits.
"Our WhatsApp bill went up in October."
From October 1, 2026, Meta charges again for service messages on the Business Platform after a free tier of 1,000 per business number per month. Ask your provider to show Meta’s charges and their own fee as separate lines.
What is Meta’s Business AI on WhatsApp, and is it the same as Meta Business Agent?
Yes, the two names describe the same product line. Meta announced Business AI on WhatsApp for small businesses in India on May 14, 2026. On June 3, 2026, WhatsApp introduced Meta Business Agent for businesses globally, and the Business app features page now lists it under that name.
In the India announcement, Meta says the AI answers customer messages at any hour, captures leads, books appointments, recommends products and helps close sales. You customise it with your own information so it can handle questions about products, services, pricing, discounts and shipping. It works in all native languages in India, according to Meta, and needs no coding or third-party tools: you open the Tools tab, choose Your Business AI and follow the steps. Meta says businesses stay in control and can reply directly, change how it behaves, or turn it off.
Two limits in that announcement matter. Indian businesses "must meet certain criteria" to be eligible, and Meta does not list them. And UPI payments inside the chat were described as "starting soon"; I could not find an official page saying that has launched. Zee News reported that Meta rolled out Meta Business Agent to Indian businesses at its Business Summit in Mumbai on July 7, 2026, with a waitlist and morning summaries of missed overnight chats, and no confirmed date for access to everyone.
There are really two versions. The app version runs inside the WhatsApp Business app on your phone. The Platform version, described on Meta’s developer overview, is for numbers on the WhatsApp Business Platform, which Meta says is "not the consumer WhatsApp Business app". That version can connect to your own APIs and webhooks so it can, for example, book an appointment in your system or confirm a payment.

Is Meta’s WhatsApp Business AI free in India?
Not as a permanent promise. WhatsApp’s June 3, 2026 announcement says "Getting started with the Business Agent is free" and, in the same breath, "In the coming months, businesses will access the agent through our paid subscription offerings." Meta’s India launch post from May gives no price at all.
TechCrunch reported that Meta plans to bundle the agent into some tiers of a WhatsApp Business Premium subscription, with large businesses paying by usage. That is a news report, not a Meta price list, and I found no official India price for any such tier as of November 2026.
The Platform version has a published rate. Meta’s pricing page sets one global rate of USD 2.00 per million tokens, and estimates that a message typically uses 20,000 to 25,000 tokens, or about 4 to 5 US cents per message. Charging began on August 1, 2026, one charge covers both the AI and delivery, and these messages stay charged even inside the free window that opens when someone taps a click-to-WhatsApp ad.
What is a custom WhatsApp chatbot, and how is it charged?
A custom WhatsApp chatbot is software built for your business that talks to customers through the WhatsApp Business Platform (often called the API), usually through a Meta solution provider. Because it is your software, it can read your price list, check stock, book a slot in your calendar, write the lead into your CRM or Google Sheet and send a payment request, then hand the chat to a person.
It plays by the Platform’s rules. When a customer messages you, a 24-hour customer service window opens and the bot can reply freely. Outside that window you can send only Meta-approved templates. Meta has charged per delivered message since July 1, 2025, with the rate set by message category and the customer’s country. From October 1, 2026, each business number gets 1,000 free service messages a month, unused ones do not carry over, and further service messages are charged. For India, billing in rupees started on January 1, 2026, and Meta asks eligible accounts to move to INR by December 31, 2026.
Payments are where custom bots pull ahead today. Meta’s India Payments API lets customers pay inside the chat from their UPI apps, with deeper integrations through Razorpay, PayU, Billdesk and Zaakpay, and enhanced payment links through Razorpay (PayU and Cashfree on request).
The total cost of a custom bot has three parts that change from one business to another: Meta’s message charges, the provider’s platform fee, and the build and upkeep. What pushes the build up is how many systems it must connect to, how many languages and flows it handles, and how strict the hand-off rules are. We quote that per business, after reading real chats.

Meta Business AI vs a custom chatbot: how do they compare?
Meta’s app agent is quicker and easier to start. A custom bot wins when answers live in your systems, when several people share the work, or when Meta’s agent leaves your category out.
| Question | Meta’s agent in the Business app | Custom bot on the Business Platform | Staff replying by hand |
|---|---|---|---|
| How you start | Tools tab in the app, if eligible; no coding | Verified business, Platform number, provider and a build | Hire and train someone |
| Where answers come from | Profile, catalogue, uploaded documents, past chats, website | Your live systems: stock, calendar, orders, CRM, plus approved text | Memory, notebooks, phone calls |
| Checks stock or free slots | No connection to your systems | Yes, if built to read them | Yes, slowly |
| Languages | Meta says all native languages in India | Whatever you build and test for | Whatever staff speak |
| Team on one number | Meta Verified links up to 10 devices and agents | Shared inbox, assignment, notes | One phone passed around |
| Payments in chat | UPI announced as "starting soon" | UPI and gateway payments available through the India Payments API | QR code and screenshot |
| Restricted categories | Eligibility criteria not published | Messaging Policy applies; you control scope | Messaging Policy applies |
| Cost model | Free to start per Meta; paid subscriptions announced | Meta per-message charges plus provider fee plus build | Salary |
| Who controls behaviour | You adjust it in the app; Meta runs the model | You and your developer, fully | You |

Which businesses cannot use Meta’s AI agent on WhatsApp?
For the Platform version, Meta says it supports all verticals except Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs and matrimony services. The account must also be in good standing, based in an authorised country and verified, and Meta calls its Eligibility endpoint the final word.
For the app version, Meta only says businesses must meet certain criteria. Whether the same vertical list applies there is not stated on any page I found. If you are a clinic, a lab, an NBFC, a loan agent, an insurance or matrimony business, assume you may not get it and plan accordingly.
A custom bot does not get you around WhatsApp’s rules. The WhatsApp Business Messaging Policy restricts drugs of any kind, medical and healthcare products, alcohol, real money gambling and dating services, and prohibits payday loans and debt collection. It also says not to use WhatsApp for telemedicine or to send or request health information where the law restricts it, and never to ask people for full card or bank account numbers. So a clinic bot can book appointments and share timings and directions, and must send every symptom or treatment question to a person.
Do I even need a WhatsApp chatbot?
Many small businesses do not, at least not yet. If you get a handful of WhatsApp enquiries a day and someone replies within minutes, the free tools already inside the WhatsApp Business app may cover you: a greeting message for new customers, an away message outside business hours, quick replies for the questions you type ten times a day, and a catalogue customers can browse.
A bot starts to pay when slow replies at night or on busy days send sales elsewhere, or when leads vanish because nobody wrote them down. Here is how I would decide:
- Fewer than about 20 chats a day, one person replying, answers in your catalogue: set up greeting, away message, quick replies and catalogue, then try Meta’s agent if it appears.
- More chats, or nights and weekends are where you lose people: Meta’s agent first, with a weekly read of its chats.
- Answers depend on live stock, slots or order status, or several staff share the number: price a custom bot on the Platform.
- Restricted category, or you need payments confirmed and recorded automatically: a custom bot with narrow, policy-safe tasks.

Can I use Meta’s agent and a custom chatbot together?
Not on the same number at the same time, as far as the Platform goes. Meta’s developer page says a number that already runs another AI agent through an active integration cannot also run Meta Business Agent. You pick one AI per number.
There is a middle path. The Platform version of Meta’s agent can call your own APIs and webhooks and pass control between the agent and your app for set events. So a business on the Platform can let Meta’s model do the talking while its own systems supply stock, slots or order status. That still needs development work, and only allowed categories qualify.
What rules apply whichever option I choose?
WhatsApp’s consent and hand-off rules and India’s data protection rules apply to both options, whoever built the AI.
The Messaging Policy says you may message people only after they opt in, and you must respect every request to stop, whether it reaches you on WhatsApp or anywhere else. It allows automation inside the 24-hour window but requires "prompt, clear, and direct escalation paths", such as transfer to a human in the chat, a phone number or an email.
The DPDP Rules, notified on November 14, 2025, give businesses an eighteen-month phased period to comply. They call for a separate, clear consent notice that states the specific purpose for collecting personal data, let people withdraw consent at any time, and require telling affected people about a data breach. The highest penalty under the Act, up to Rs 250 crore, is for failing to keep reasonable security safeguards. A chatbot that stores names, numbers and orders is collecting personal data.
Where this comparison breaks down
Meta changed this product’s name, scope and pricing several times between May and October 2026, so parts of this guide will age quickly.
- Meta has said paid subscriptions are coming but has not published an India price I could find. When it does, the cost side of the table changes.
- Eligibility is a black box. Two shops on the same street can see different things in the Tools tab, and Meta does not explain why.
- Meta’s "about 4 to 5 cents a message" for the Platform agent is its own estimate. Long conversations, documents and big catalogues may use more tokens.
- A custom bot is only as good as the data behind it. If your stock sheet is a week out of date, a connected bot will be confidently wrong, just faster.
Your decision checklist
The bakery in Mulund does not need a bigger AI. It needs an order book the AI can read, and that one change tells you which kind of WhatsApp bot you are really shopping for.
Frequently asked questions
What is the difference between Meta Business AI and a custom WhatsApp chatbot?
Meta Business AI, now called Meta Business Agent, runs inside the WhatsApp Business app and answers from your profile, catalogue, documents and past chats. A custom chatbot is software built for your business on the WhatsApp Business Platform. It can read and update your own systems, such as stock, bookings, CRM and payment gateways, and it is charged through Meta’s per-message pricing plus your provider and build.
Is WhatsApp Business AI free in India?
WhatsApp’s June 2026 announcement says getting started with Meta Business Agent is free and that businesses will access it through paid subscription offerings in the coming months. Meta’s India launch post did not state a price. The Platform version is charged at USD 2 per million tokens, about 4 to 5 US cents a message by Meta’s estimate, from August 1, 2026.
How do I turn on Business AI in WhatsApp Business?
Open the WhatsApp Business app, go to the Tools tab and choose Your Business AI or Meta Business Agent, then follow the guided steps. You can teach it from past chats and add your website, catalogue or documents. If the option does not appear, your account may not meet Meta’s eligibility criteria yet, which Meta has not published.
Can clinics, labs or finance businesses use Meta’s WhatsApp AI agent?
Meta’s developer page excludes Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs and matrimony services from the Platform version of Meta Business Agent. For the app version Meta only says criteria apply. Separately, WhatsApp’s policy bars telemedicine and health information where law restricts it, so any clinic bot should only book, remind and share timings.
Do I need a WhatsApp chatbot for a small business?
Often not at first. With a few enquiries a day and quick replies, the free Business app tools are enough: greeting and away messages, quick replies and a catalogue. Consider Meta’s agent when you lose enquiries at night or on busy days, and a custom bot when answers depend on live stock, bookings or orders, or several staff share one number.
Can Meta’s AI agent take UPI payments on WhatsApp?
Meta said in May 2026 that Business AI would start facilitating UPI payments inside a chat soon. As of November 2026 I could not find an official page saying this has launched. On the WhatsApp Business Platform, the India Payments API already supports UPI apps, with deeper integrations through Razorpay, PayU, Billdesk and Zaakpay.
Can I run Meta Business Agent and my own chatbot on the same number?
Not at the same time on the Business Platform. Meta’s developer page says a number already running another AI agent through an active integration cannot also run Meta Business Agent. The Platform version can call your own APIs and webhooks, so some businesses let Meta’s agent talk while their systems supply live data, which still needs development work.
What WhatsApp rules apply to an AI chatbot?
WhatsApp’s Business Messaging Policy requires opt-in before you message people, respect for every opt-out request, and a prompt, clear route to a human when you automate replies. India’s DPDP Rules, notified in November 2025, add a clear consent notice with a stated purpose, the right to withdraw consent and breach notice to affected people.
